Which one do you think is the best?
Letter One:
Dear Sir or Madam:
I am writing to you to appeal the parking ticket that I received on April 3, 2003 while parked in a bike rack at the Horticulture building on the University of Wisconsin campus.
My moped was incorrectly registered as a motorcycle. Under the following statues it falls under the definition of a moped. According to Wisconsin State statue 340.01, subsection 29m, ??Moped? means any of the following motor vehicles capable of speeds of not more than 30 miles per hour with a 150?pound rider on a dry, level, hard surface with no wind.? Paragraph b in subsection 29m states, ?A Type 1 motorcycle with an automatic transmission and an engine certified by the manufacturer at not more than 50 cubic centimeters or an equivalent power unit.?
Since my Yamaha Zuma fits these qualifications as a moped, the same moped parking restrictions should also apply to it. According to Wisconsin State statue 346.54, subsection e, ?For the purpose of parking, mopeds and electric personal assistive mobility devices shall be considered bicycles. Where possible without impeding the flow of pedestrian traffic, a bicycle, moped, or electric personal assistive mobility device may be
parked on a sidewalk. A bicycle, moped, or electric personal assistive mobility device may be parked in a bike rack or other similar area designated for bicycle parking.? I ask you to please note on my ticket, that my moped was found in a designated bicycle parking rack.
I am a college student and therefore I don?t have a large disposable income. I am currently working fifteen to twenty hours a week while attending school full time. I would ask you to please allow me to reregister my moped and wave the ticket so that I can put the forty dollars towards rent, utilities and groceries. Thank you for your time and concern in the matter.

How about this?
