What do you guys suggest for a problem with buying something off forums?

Hi guys, was wanting your opinion on this

The deal was for a vapochill computer with components... (i was buying it). The guy sends them prior to me sending the money. I receive them, and I dont know much about vapos, and he tells me its all ready just plug it in and go.

Well after a few days to make sure alls well I send the payment...funny....2 days later...my machine all of a sudden turns off...I try to start up again, and it looks like it working, but the monitor reacts to nothing...it beeps....but nothing shows on the screen, I tested the video card and RAM, so its either the processor or the motherbooard....

Anyhow, i removed the PSU from the vapochill case (its infront of all the components), and to my surprise the hose that goes to the CPU to vapo cool it was covered in water or whatever it is. I go to the vapochill forums to find out its condensation from it. So I say...should I put more electric tape around it? they said no and if anything electric tape will make more condensation.....well guess what? The guy i bought it from put electric tape around the hose! In addition, there were a few other things such as
The CPU kit I got with mine didnt match any of the ones on the manuals online at aseteks website.

Now i either have a messed up motherboard or processor and no working computer at the moment....my questions are

Whos at fault?
Do I deserve a refund?
What should I do?

Personally, I think I should be refunded a good ammount of the money to pay for the vapochill+to ship it back to him+a new motherboard or processor.

am trying, he is never online; doesnt answer emails. Im just wondering ahead of time what you guys would do. Earlier today I was lucky to catch him on aim, but he unexpectedly signs off in the conversation.

You see there was Electric tape around the Vapochill's hose....and I asked him why it would be there, unless he has a leaking problem too, and he said he only put on where it connects the cpu set...i looked at it...WRONG it was all over it.

Sounds to me like he screwed up, found out, and then decided to unload his mistake on someone else, someone who didn't know all that much about it. Him rarely being online and signing off unexpectedly would seem to help confirm this.

This would fit in more in either the FS/FT or OT forums. You'll likely be able to get more help in either of those at least.

he didnt block me i dont think. unless that goes by IP address or something because i tried his S/N with a different S/N

I do believe thats pretty safe to assume darksword, but ill give it some time. No responses=my choice on the ammount im going to do a chargback for :-/
I paid 1250 for a computer+Vapochill
I was thinking 500-700 on a chargeback for:

-Price of Vapochill
-Price of Motherboard or CPU (or possibly both, will test them later to see which one is dead)
-Price to ship the vapochill back to him.

Not that im jumping to conclusions, just want to be prepared.

hmmm he still isnt signing on, this makes me uneasy :(. You would think someone would be a lot more serious about this kind of issue? So you all agree he is the one at fault?
