spark plugs in the tail pipe that ignite the exhaust coming out of the tail pipe.

I'm no car expert, but I'm pretty sure that's not how it happens.

No, you don't install spark plugs in the exhaust. There are two ways it happens. In rally cars it happens because of the anti-lag system for the turbo, to keep it spinning fast when not on the throttle. Or in a lot of race cars without turbos, it occurs when the car is a bit rich, and unspent fuel finds its way into the exhaust and is burned off by the hot headers/exhaust pipes.

<< Real exhaust flames are done with fuel injectors and spark plugs in the exhaust system...capable of shooting flames about 15ft back :D >>

You grew up in the 60s, didn't you? :)
I've seen several cars from that era that were set up to do that, I guess that was all the rage at one point. Shooting flames out the back of your car. Who'd've thunk it!

A truck dragster/puller that I was around had a propane bottle plumbed directly into the stacks. She shot flames way up. She ran major rich on diesel so she made all the smoke she needed anyways.

See that's silly! At least the rally cars have a real reason for it so it looks cool but isn't just for show.

What kind of car does that video show anyway? I couldn't get over 6 KB/s download on that server you have it on, so I didn't bother downloading it.

EDIT: I'm just going to let it go, it's getting faster as it downloads. Up to 8.7 now.

Just some RX7s on a race track. I saw one with a tad of flame half way through but the rest of the video was flame free I think.

Well actually it was JD Irvings Pull-toy 1 Truck (18 wheeler tractor not 1/2 ton) :) We stored it in a warehouse over in New Brunswick so it was not far from you. It was a pretty impressive truck. When they hooked it up to the weight sled they would ride the clutch till the front tires were about 5-6 feet off the ground and then they would bounce it till the sled broke the ground resistance. The front end would come smashing to the ground and they would drive away. Crazy to watch.

Maybe if you're trying to build a show car. The video he has if of cars on a race track, not a hot rod, so I assume that's what he was talking about. The cars in that video are spitting flames for a legit performance reason (actually a downside to a legit performance enhancement), not for show.

Great answer. :D Reminds me of the bean-eatin' scene from "Blazing Saddles."
