I wouldn't say knee-level on up, definitely say mid-thigh at the lowest. But it can't just be like.. fat.. it's gotta be muscle. I agree, I don't like rail-thin legs all the way up to the hip, that's just.. well I'd feel like I'd break her. :p
I like legs, coupled with shapely hips. ;) Which of course leads to a shapely rear. :)

example of great legs imho:

those thighs would completely touch together about mid-trunk to hip if her feet with side by side.
