I read about people seeing video artifacts when overclocking a video card with inadequate cooling.

What exactly do these video artifacts look like?

And do they go away with proper cooling or is permanent damage to the video card done?
 
Usually come in the form of white specks, missing textures, graphical glitches. Anything that can be considered anomalous is generally categorized as an artifact.
