What do these paint markings in my street mean?

They showed up in front of my neighbor's and my house last week:

5/4/11 UPDATE:

They FINALLY resurfaced our street!!! However, before the asphalt was even dry yesterday, a guy painted the following in the street in front of our house:

These are utility markings... I suspect they're indicating the direction of water flow and perhaps water main size?

It looks like its something for the local utilities.

And what is up with your street? It's so full of cracks I'm surprised you don't have potholes the size of a volkswagen.

Gang signs. Your neighbor pissed off the Crips big time, apparently back on November 15th and they finally found his house. I don't know how you got caught up in the trouble but it doesn't look good.

Our street is in terrible shape. I am hoping that these markings are the first step towards a repaving. However, I do not see them anywhere else on our block.

WM is (I would guess) water main. WS is probably water service (the service line to a structure, coming off the main).

I am assuming that it means they are planning on doing some sort of work, at least where they are marking, but, if that was the case, I would think they would have contacted me about it.

Not really. They may, or may not contact you. They could just be making a small hole in the road, but they have all the close utilities located because the location crew was called out.

You can use divining rods to locate utilities. You should try it out since they already have them marked, and it's easy to check.

Somebody called locate prior to digging; Your guess as to who and what is much better than ours.
Homeowner or contractor is required by law to call locate prior to any excavation work.

My neighbor is in the process of replacing the windows in the front of his house as well as installing new "siding" in the front. I did not hear of him doing anything else.

I know I didn't call anyone to locate anything.

One of the houses down the block was recently sold and they are working on it, but that is a good four houses away.
