What do these numbers mean?

I know that these numbers indicate when and where they are made. Would anyone be willing to tell me what the characteristics of this batch were?

I think the information you're looking for is not listed here. It'd be on the metal heatspreader on your CPU. Even then, you're extremely unlikely to learn anything interesting regarding "batch characteristics."

What CPU-Z is saying here is that you've got a C0 stepping Haswell... which is what every consumer Haswell owner has.

Ooo, Costa Rican! There was buzz about the 'Ricans clocking better than samples from other plants but if nothing else it has novelty value to it because it was probably among the last produced at the Costa Rican facility.

Well, the first part must have been a rumor. 😛 Thing won't do 4.3Ghz at 1.26v even. 4.4 is only game stable at 1.3v. 🙄 Ah well, 4.2 at 1.2v is satisfying. It's limited edition though! :colbert:
