What do people mean when they say a movie was good but too long?

Is it that the movie dragged in some places or that the person was an idiot and forgot to take a look at the movie runtime?

I hate it when people say a movie was too long.

Some movies like T2 are good the whole 2 hours. Some movies just needed more stuff cut out. Like the first Harry Potter which should have been a 20 minute movie.
