I have one cable line, split to a TV, a cable modem, and my tv tuner card. Things are fuzzy coming to my TV-Tuner card. Is there anything I can get that will split my lines without so much of a loss of quality in picture?

Yeah a new splitter... I had one go bad on me and it did the same thing. And get a better quality one too.

Oh yeah, I've tried this and it helps a lot when viewing on a computer screen, when viewing with a television, there was no visible difference.
 
If you put an amplifier on the line, be sure to put if close to the beginning of the line that way you're not amplifying an already distorted signal.
