what do i need to upgrade?

The highlights of what I have now:

AMD Athlon 64 3200+
1 GB PC3200 RAM
BFG 6800GT OC AGP

I was thinking of moving up to the 3700+ but I wasn't sure if that would make a significant difference. What is likely to be my biggest bottleneck when running 3D games at or near their max settings?

I think it'll be close to max settings for BF2. Buying a new CPU wouldn't make much of a difference. If you want better performance out of that 3200+ just overclock it.
 
I doubt the move to a 3700 would make a big difference. Stay with what you have, if BF2 comes out and it doesn't run the way you want it to, upgrade later when the next gen stuff comes out.
 
You should be cool, but BF2 is very heavy on CPU and RAM for loading maps and AI controled physics. If I had to suggest an upgrade for you, I'd say get yourself 2x1GB of RAM and OC that 3200+ if needed. Your 6800GT will do just fine.
