parents have an old CRT, a 36" Sony Wega - it has s-video, composite, component but obviously no HDMI.
they have videos/images they want to project to the TV from HDMI sources (camera, laptop, etc.).

is there a receiver out there that will accept an HDMI source, and then output it to the TV over S-video/composite/component?
video quality is not important. they just need it to display.

need this on the cheap. like $200 cheap.

cool, even better.
will it have resolution issues going to a 480p display? if so, that can be fixed by changing the source resolution to 640*480, right?

This is probably obvious to everyone, but, component will have the best quality vs S-video and composite. You can get component cables dirt cheap at monoprice. Unless it's an "EDTV", it supports 480i, not 480p ..
