I've got my little dialup server sitting right next to my tv. It's just a Celeron 466 w/64mb ram. Doesn't have tv-out so that's a must. What programs do I use? What about a gamepad? Which one is best for the computer? Is it hard to setup? Do I still boot into Windows and just run the emulators in there or is it something different? Anything else I need?

you basically got it all.. if you can get them, you can go and buy playstation or snes or whatever ports, so you can build those into your computer.. that way you can actually use the correct pad for the games.. my roommate made an "emubox" as he calls it.. it's pretty cool.. sounds like you have all the stuff already.. for programs, just do a search for "snes emulators" or whatever sort of box you want it to be.. it's not hard to set up.. you can boot to windows... just treat it like a regular computer
