What Designates a Locked Thread??

Ok, this might seem obvious but i dont seem to be understanding. I know pr0n, Offensive matierial, Illegal matierial, and matierial or topics in bad taste would be subject to a Lock, but some dont seem to have any of those and get locked, what is the criterion for this?

I think this thread might be subject to lock.. i dont even know
