what decides what speed a motherboard will take, gurus?

Shouldn't a motherboard be able to take a CPU so long as the pinout is right for the board, and the board can supply enough watts at the specified voltage? I'm trying to figure out how I can get my motherboard to take a FCPGA celeron. Puzzling thing is that it can take slot1 PIII to 800 (it has an 8x multiplier in der BIOS, and no updates for it).
So, I'm thinking: what is the limit? The 8x multiplier the maximum I can set in the BIOS, or the range of voltage the board can provide? A slot1-fcpga adapter can adjust the voltage for me, but will the BIOS cause a freeze?
