What creates C:\windows\temp\hiy?

Every few days this folder is created. My OS is not installed in C:\windows so some application is creating that folder and the "temp" and "hiy" subfolders.
 
If you can narrow the time frame down at all grab FileMon from Sysinternals and set a filter on that path, leave it running (it will slow your system down, thats why I said to try and narrow the time frame down). Once you catch it, the filemon output will show the proess that created it.
