i need a quiet fan but also able to perform well.

what are your suggestions on cpu cooling fans that has a noise level of under 32dba ???

Panaflo L1A, PC Power & Cooling Silencer, or Papst. In order from cheapest to expensive, take your pick :) Personally I'd go with the L1A as their hydro bearings have the noise consistency of sleeve bearings but the reliability of ball bearing and they actually easier to find but they seem to be out of stock often because they're so popular. This combination of heatsink and one of the above fans should leave you some headroom for a decent overclock if you wish.

I would get an SLK-800U (the new version with the retention holes for P4 systems) for $34 and a Smart Fan 2 for $8 so that you can use the little knob rheostat to dial into your own threshold for noise. If you really could care less about noise, check out the Tornado (same as Vantec Tornado, Sunon is the OEM) which is the loudest 80mm fan but consequently the most powerful. It is 38mm wide due to lateral vane fins which straighten the airflow some to "focus" the air over the heatsink more. You can always get a rheostat for it later if it turns out to be too loud but it will still be more powerful because of the fins than other counterpart fans. If you need under $40 shipped, check out the Vantec Aeroflow.
