"Sign the paper to go to war"?? Do you even know how the UN works? The UN never sanctioned the war in Iraq. The issue was dropped before a vote would have occured in the UN Security Council.

I think I know how the UN works if you call it that, I should have said I don't care who went or didn't go or sent what or who wanted what, I wanted to know what countries in the UN did not sign a resolution of war for the US to go to war other than Russia, France, Germany,
that resolution was never brought up because france germany and russia wanted to wait two months for the inspectors to give their final report. TWO MONTHS!, Bush didnt want to wait so he just went in.

Humm I don't think that was it, I think they signed the resolution and France, Germany and Russia wanted to wait not just two months, They tried to stop the hole thing and not to let the inspectors give their final report, They were dealing with Iraq getting oil at a cheap price and that was a no no, For the inspectors giving their final report that would be very hard to do since Iraq would not let them see what they wanted to see or go where they wanted to go and then told then to get out,

France called in vain for an emergency UN ministerial meeting tomorrow to set a timetable for Iraq's peaceful disarmament, a move supported by Russia.

The French foreign minister, Dominique de Villepin, today told a French radio station: "France cannot accept the resolution that sets an ultimatum and envisages an automatic use of force."

US presented a resolution that it wanted approved to the council before the war that would authorize military action. Russia said first they would veto it, then France. Later they then retracted that threat, probably because they were confident that it would not pass anyway, but who knows. Then for some reason the US retracted that resolution and went in.
Before the war the threat of the US forces in the gulf were giving serious presure on Saddam so the inspectors could go anywhere they wanted now and the complaints they had were only minor. Few days before the war started the UN pulled out the inspectors because they didnt want them to get cought in the conflict.

You have got to be kidding me. This isn't RISK. This is world politics. Concessions are a major part of world and local politics.

Here's some fun facts about Operation Desert Storm which had a real coalition behind it. When I say a "real coalition" I mean countries that are actually committing troops and/or cold, hard cash to finance the operation. The opposite of what happened in Jr's little Iraqi adventure where WE paid other countries to join and other countries for the most part sent a token number of troops or no troops at all. And obviously I understand that the UK and Spain ( EDIT: and Australia, by crackey :) ) sent more than a token amount of troops

The Allied coalition consisted of 34 countries, including Afghanistan, Argentina, Australia, Bahrain, Bangladesh, Canada, Czechoslovakia, Denmark, Egypt, France, Germany, Greece, Hungary, Honduras, Italy, Kuwait, Morocco, The Netherlands, Niger, Norway, Oman, Pakistan, Poland, Portugal, Qatar, Saudi Arabia, Senegal, South Korea, Spain, Syria, Turkey, The United Arab Emirates, the United Kingdom and the United States.

The U.S. had more than 500,000 troops in the Persian Gulf War, while the non-U.S. coalition forces equaled roughly 160,000, or 24 percent, of all forces.

The U.S. Department of Defense has estimated the cost of the Gulf War at $61 billion; however, other sources say that number could be as high as $71 billion. The operation was financed by more than $53 billion pledged by countries around the world, most of which came from Kuwait, Saudi Arabia and other Gulf States ($36 billion) and Germany and Japan ($16 billion). Some of the money pledged by countries such as Saudi Arabia was delivered in the form of in-kind services to troops, such as transportation and food.
