What could make my rotors look like this?

The friction surfaces, I mean. Some cars have perfectly shiny rotors.

These aren't particularly old or used.

That's pretty much the way all rotors look, unless they are new or have just been machined.

It can differ a bit in coloration from car to car, depending on the pad material, but that looks pretty normal to me.
 
i never put too much though into the way the rotors looked.

As long as they dont pulsate or make noise they are A OK in my book.

surprised you didn't mention the little strip of rust towards the center.
 
That first rotor looks almost new-you can see where the pad material is just starting to dig in-in time it will probably look like the second rotor.
The porousity of the hot rotor will cause it so suck in moisture after driven and the rotors tend to rust abit-cheap rotors more so than quality ones.
Pretty much normal.
 
You should only start getting concerned about that if you start seeing deep groves or grove in the rotor.
