What could be wrong with my pinging?

I can see my 2nd puter through network neighborhood, transfer files and stuff fine. However, I cannot ping the other computer either way. I get "timed out" messages on main puter, and "host cannot find" messages on the 2nd puter. I use both IP address and description pings. What direction/settings I need to check/reset?

ps: I can ping my ISP. is 59ms good, average or what?
