I have noticed on my tv on my Xbox One on a darker background color I can see what looks like small dark spots moving very randomly and very fast in different patterns. If you just glance from a distance or if you didnt know it was doing it I imagine most people wouldnt notice. I have my other devices(Chromecast and Apple TV 2) going into a switch and into my One's hdmi input. Could this grain be a bad hdmi cable or some setting that has been turned off on my tv?
 
Have Plasma TV? That's how it creates some colors. It randomly dithers pixels.

It could also be a bad hdmi cable. That would be the 1st thing I'd do.

I've noticed this about my Samsung plasma since the day I bought it. It happens when I first turn the TV on after it has been off for quite awhile, particularly overnight. It smooths out after a couple of minutes, though. I just always chalked it up as being trait of the Plasma TV.
 
I have the exact same problem recently.

Right now my plan is to check voltages on the power board using a multimeter. You can alter voltages by turning the screw.

Now if only I could find some instructions...

but yes, this unreliability is a huge negative for plasmas...
 
Some plasmas have pixel orbiter to prevent image retention. I wouldnt think most would notice it from a normal viewing distance, but if your TV has a similar feature, try disabling it. Otherwise try the normal troubleshooting things, like switch the cable, hdmi port, etc.
 
I get the same thing with my Panasonic plasma, and all research I've done indicates this is expected for plasma displays. You can minimize it depending on your settings, but it's probably always going to be there.
