What could be causing this? *help*

Like most people, after long periods of usage, i like to reboot my PC. But a strange occurance keeps happening everyonce in a while though, and is most of the time completely random. When i go "restart" the PC, everything will boot normally except a few components, those being my monitor (stays in "sleep mode" , my keyboard, and floppy drive, among others.) The harddisk turns on, but because the monitor remains off, i cannot access anything, and am forced to shut it down via the power switch at the back of the PC.......

The PC will continue to not boot properly until i do 1 of 2 things.
1. Wait a long time, and then try, usually it'll boot properly again after a period of waiting.
2. Turn the PC onto it's side (mobo side down). It only works if i turn it to that one side.

A PC tech told me it was most likely static causing my problems (i keep the tower on the carpet). And he told me to get something like a piece of wood and place it under the tower). So i did this thinking it would fix the problem, but the problem remains... Any ideas what could be going on? I am planning for upgrades in the summer, but i would like to get to the bottom of this right now.

Did you put the PC together yourself? Make sure no screws are touching the PCB area of the the motherboard. I've had this guy who put his machine together and used screws which are too large and are touching the PCB. It won't power up at all which is different to your case. Hope this will help you.
