What controls gpu fan speed?

Just wondering what controls my gpau fan speed.
I've been looking at my RivaTuner and the settings are set at

Standard 2D: 28
Low power 3D: 43
Performance 3D: 43

My gpu temps range from:
gpu idle: 38C
gpu load: 62C

When I'm idleing (38C) as soon as I turn on RTHDRIBL the fan turns on but its certainly not at its highest rpm at this point (because I've heard it go faster when booting up the system, aswell as test testing with prime).

Is there a way to set gpu fan speed based on gpu temperatures rather then load?

I will also be getting the Artic nv silencer 5 rev3 very soon, is that also controled by the same parameters as the stock cooler would be?
 
Silencer is also controlled the same way. I don't know if there's a way to set it to do a temp control unless you add a hardware thermistor or something. And neither the Silencer nor the stock sink include that. You should just let it do 35/50/60% speed on both the stock and the Silencer.
