What characteristics of mobile processors allow them to withstand higher temperatures?

As far as I know C2D can run at 70c with no ill effects. Traditionally temps are higher in notebooks due to the cramped confines of the case and stagnant airflow. My understanding is that the desktop versions of chips have the same thermal tolerance as their notebook counterparts, though. Someone correct me if I'm wrong!

according to coretemp, the max thermal envelope of a conroe is 85C. This figure on the Yonah and mobile conroe parts is, however, 100C.
