What "chain" stores would be able to take an 8x10 photo and shrink it to 5x7?

Most of those stores (Like target and walmart) have a kodak or fuji machine with a scanner on it. You can scan it on that and then you get the option to print either 1 8x10 or 2 5x7, etc. It's a set cost per page. Roughly $5. That's how it was a few years ago at least.

You might run into copyright issues if it was originally shot by a pro. I think they have watermark on the prints.

I know CVS has a scanner, I saw one there on Saturday when printing out some stuff.

And I'm sure Kinkos also can have this done.

Went to Target, and the scanner had smudges all over it from when they "attempted" to clean it. When the print came out, you could see the marks, so they refunded my money ($1.99).
I then went to CVS -- same thing, except this time there was a smudge on the scanner glass that the photo guy couldn't get off no matter what he tried.

Walmart? If you got a nice slr, you can take a picture of the picture, assuming you got the mounts and shit.

I think it would be more likely he has a scanner or perhaps access to one where he can scan in the pic on a not dirty/smudged surface, save to usb stick/memory card, take to store and print in 5x7.

But then yea, if he has a scanner, he probably has a printer that could do it....

Srsly. If presented with the above situation, scan with my el cheapo clearance Xerox scanner, and print with coupon/pricematch laden HP photosmart.
