What causes windows xp desktop to refresh randomly

Anyone know what can cause this behavior? I have scanned for virus and spyware and none are on my system. Specs are below:

AXP 3200+
1gig PC4000
2x200gb HDD's
Thermaltake 420W PSU
dvd burner
dvd rom

I was going to be a huge smarta$$ and link to your post in off topic but you deleted the text in the thread. I'm really not sure, to answer your question. Explain a little more of what you mean. You could be haveing power issues. How long have you have the PS?
