what causes tearing on a computer screen?

in some games, namely doom3 and CS:S

my iiyama prolite E431s shows images that tear when i move fast.

i have a 6800gt and a64 and a mobo with all the trimmings, yet in UT2004 and far cry, games that are still fast paced there is no tearing at all?

so is it the programme that is the source of the tearing or is it something to do with current frame rate being close the refresh rate of the monitor?
 
Tearing occurs when the image is exchanged for the next one while your CRT is in the middle of scanning the screen. Tearing does not occur when the image exchange happens during the vertical blanking period of the CRT.

Enabling "VSync" in the graphics card driver gets things synchronized. Yes this does cap your frame rate to your screen's refresh rate - but anyhow, there's no point in generating more images per second than are being displayed.

Unless of course you want the framerate of the game to be higher for other purposes, such as audio, physics, or keyboard/mouse input.
