What causes Lag in Dues Ex

I'm playing Dues Ex and my mouse and keyboard lag. So when I move the mouse, it takes a second for the movement to occur on screen. What causes this?

System:
900 T-bird, 512 SDRAM, SB Live, GeForce2 MX.

Note: The game ran fine on my old K6-2 450

I already patched up to the multiplayer. Yes I'm using D3D. How do you get it to run in OpenGL.
