Looks kit car to me, kinda maserati spyder-ish. No idea what's underneath, sounds American. Bit unique with the center locking wheels though.
 
I made the same guesses. Anyone know anything more specific? Anyone recognize the logo on the grill?
 
Sounds like a GM smallblock to me, and it sounds like they weren't quite done tuning it. You could always ask in the comments section, but don't forget to belittle someone else's religion, race, or sexual preference. It's the youtube way!
