what is a GOOD video card that i can get for about $50-$150?

It'd be easier if I had any idea of what precisely you were looking for in a graphics card, but a well rounded board is the Radeon 8500 which is available for about $100 presently.
If you want to go a bit higher then the GF4 Ti4200 is available for about $155, not quite as well rounded as the R8500 but it'll offer a bit better game performance then the Radeon board and should be well suited for the future.
