You need a small *.cue file for burning *.bin, then you can burn it in the latest Nero, or CdrWin. It's possible to make a *.cue file, but don't ask me how to go about it.

Any proggie will burn any file format you select. Are you trying to ask how to make a bootable CD? If so, that too can be done by any recognized program . . . just look up the bootable CD procedure. It involves creating a BIN file from a bootable floppy usually.
