Because youTube doesn't want it to cost anything to run. they don't want to have to buy all the hardware that would require and new software plugins and whatnot.

they're cheap. it can't cost that much to run a website like youtube.

Because no one gives a rat's ass about thousands of stupid videos taken on camera phones by high school students being in high-quality.
