What are you supposed to do w/mail addressed to a former occupant?

I still regularly get mail for people who used to live in my current apartment. Mailman said he has to deliver it because there's no forwarding address. Am I doomed to write "return to sender" forever or should I just chuck it?

2 years after the person moved, and they are still getting mail there? Open it, if nothing good is inside, toss it out. May not be right, but that's what I do.

Honestly tho, just pitch it, after 2 years, it can't be that important.
