Under performance and quality settings, there is a part with: Off, 2x, 2xQ, 4x, 8xS
What are those and which one should I use?

Also, my card said it can OC 10% but the base is 300/1000. does that mean I can OC to 330/1100? I tried auto OC and it went to something like 500/1000 and I get the occational texture blink in certain games.

First part of your question: Those settings are for antialiasing. Try different settings with different games to see which one looks and runs the best for you.

Second part of your question: 300/1000 sounds like the 2d setting of your card clocks. In 3d games the card will automatically jump to 500/1000, which is the stock 3d clock of the 6600gt. You are not overclocked until you get above 500/1000.

Try that setting in 3dmark05. If you notice artifacts, back down the overclock. Good idea to monitor your temps, too.
