I Googled them, but still can't really find answers I fully understand..

Intel c-state technology (enabled by default in bios)
Intel virtual technology (enabled by default)

The second one seems to be for running virtual machines. If did that 24/7, I can see using that setting, but for a regular desktop I want that off, yes? It is enabled by default.

The C-state descriptions online are too complex..

Your understanding of the virtual tech setting is right on, go ahead and disable it if you dont use it.

My understanding of the C-state tech setting is its simply for power saving when the cpu is at idle.
Cpu's can have several C-state power saving modes.

Leaving Intel Virtualization Technology (Intel VT) enabled will not cost you any performance. Unless you are actually experiencing issues related to it, leave it alone.
