What are these light dots? Should I see a dermatologist?

One day these strange dots just appeared on the inside of my arms near the elbow fold point. It doesn't itch or pain but it's really weird.

Anyone know what this is? As far as I know they are only on my arms.

What it looks like to me as well, a fungal infection... and a fairly mild one. BTW, tea tree oil is an excellent anti-fungal.
