What are the two kHz/Hz on Monitor display?

When I click the menu button on my monitor it gives me two different refresh numbers. It looks like this 107.2kHz/85Hz. So what does that mean? Aren't monitor supposed to get better refresh rate if you lower there resolutions? When I drop it to 800x600 it reads 68.7kHz/85Hz. Why ? My monitor is supposed to refresh at 1880resz at 85hz but if I lower it too 1280 shouldn't I be able to get higher refresh? I am curious because I want my CS to be able to get 99fps with higher than 85refresh. I have tried turning off the "vertical sync" but it seems to pixel and look worse with 99fps. I believe if i can get my monitor higher than 85hz at 1280x960 then I could get my CounterStrike frames up to there maximum.

My guess is video bandwidth, a higher resolution will require more bandwidth, higher frequency.
either that or horizontal refresh, which I know nothing about.
