What are they signs of bad video ram?

Also, is there a free utility that can test 3gb of video ram? I found one but it tops out at 1 gb apparently.

To be honest never had issues with Vram, but I'm pretty sure visual oddities in game and crashes can be caused by it anyway here have fun:

Artifacts = memory issue Crash = GPU core

That's the general rule of thumb anyway when doing any overclock testing. To be more specific when the geometry of objects gets wonky it's probably the memory. If you see green dots or stuff like that it's probably the core.

When you see scattered dots/pixels outside of windows (ie, during post) is one sign. Of course there may be others.
