Its funded by mandatory deductions from earnings, almost nobody that works gets back inflation adjusted let alone investment equivalent amount of money. If you work, you get even less back. Same as the welfare system its designed to prevent segments of the public from working, lowering the demand for jobs.

My uncle has schizophrenia and he gives speeches twice a week to the medical community about his history/conditions etc. I think they pay him under the table. That's how you do it OP.

This is usually done for free (I know someone who gives presentations on narcolepsy). Even supposing he can manage to get paid, I doubt it's livable income without assistance like SSI.
