What are the requirements for doing broadcast closed captioning?

I mostly listen to tv but when I miss something, I check the CC to see what it was and more times than not, they missed it too. Of course I have the treble jacked up to almost "toxic" levels. And you can only use that trick for live broadcasts.

Still I sometimes wonder if all of those folks have English as a primary language. I say "a" primary language since so many kids are raised in bilingual households or maybe I should say bilingual environments.

Non-live broadcasting is fine since the writers, producers or whomever can double check. Not saying they do but they could.

Why do you have the treble jacked up? The human voice is typically under 300Hz when speaking.
