New 1080Ti for $200. There's a bunch of obviously fake cards selling on ebay for way below MSRP, but I'm not terribly ebay savvy. The seller has a bunch of positive feedback. Could those all be fake accounts? Is it easy to fake positive feedback?

I'd say it's a fake or typo. The seller only has 65 seller feedbacks and all of them from well over a year ago. In any case, if you don't get what is in the description or a working item ebay and paypal will both back the buyer..... almost tempting me for $200 just to have a 1080ti to spare.

We don't allow Ebay links to non-established sellers (i.e, Newegg, Adorama, Best Buy). And this is most likely a typo or a scam, i've seen many scammers selling cheap high-end cards on Ebay.
