What are the internal differences between a CD-RW that supports the Mt. Rainier standard and one that doesn't?

The internal differences would merely be the circuit board which is updated with newly designed LSI IC's which are designed to communicate with a new protocol and allow this method to be written to the CD. The laser assy would not change (with allowances for increased read/write speed) so the long and the short of the situation is that it cannot be done.
