sometimes you can find a good deal on 1060 for 100 ~ 130 bucks. I think the 1060 today is most likely your best bet for bang for the dollar.
Tho, a lot of 1060's are sold by single fan. I'm not sure, how well a single fan would do running full loads even with a slight OC 24/7. But....... with good airflow, it probably would be ok. If not, try to get a 2 fan version or go with an aftermarket cooler.
Also, these are the no frills 3GB cards... But, for seti and other bionic projects since the wu are small 3GB is plenty. Gamers don't want 3GB since some games are using a lot more VRAM to fill the frame rates at higher resolutions. Also... I'd stick with EVGA ... They have a pretty good warranty in case something should go wrong.
If you had 1000 dollar budget, 10 1060 cards would run circles around a 2080 ti by 4~5X faster... Tho, keep in mind 10 1060 GTX cards would suck down about 1200 watts, if you OC them you're probably looking at 1500 but two 1000 watt Power Supplies should do it. So, you can see, you'll need some sort of budget for utility cost as well. Even at 10 cents a KWh, it will add up over the years.
