With such old car, I believe the best performance cheap mod will be do a tune up, clean your injectors, decarbon your cylinder head. This will not help you gain any power over stock, but it will restore the power you lost (if the engine is a bit out of shape)
If you plan to modify the car, 1st step will be a cold air intake, then an exhaust header, and cat-back exhaust system.
These 3 items can cost about $600~$700 which should yield 10% power increase at mid to high rpm range.
If your car is an auto shift, I would not bother to modify it though.
