what are artifacts?

Like when you are playing a game and you see some stuff that shouldn't be there, just a bunch of random dots. Usually to me, they lie near the lines, and are usually red in color or something along those lines.

It can be caused by two things. Either not enough cooling, or the video card is running at too high of a clock than it can handle.
