What am I doing wrong

I downloaded a file to make a boot floppy for windows 98. I had to make the floppy on my other machine that is running windows XP home. Is there a reason that the floppy would not work in the computer that I want to install windows 98? The website also told me to make a floppy of WD hard drive utility and boot from it to prepare the drive and then use the windows 98 floppy.

The floppy is probably formatted using the ntfs(??!!??), where win98 can't see ntfs (or at least the file system that xp would use to format a floppy) natively, and neither can DOS.

AFAIK the only option for formatting a floppy, even with 2k and XP, is to use FAT.

This file that you downloaded, was it a zip containing all of the other files? Make sure you can view Hidden and Systems file by opening a folder and going to Tools / Folder Options / View and choose "show hidden files and folders" and uncheck "Hide protected operating system files" - before copying the files to the floppy.
