What allows you to open more Internet Explorer windows?

Have you ever noticed that when you get a ton of IE windows open, that your system and especially IE will start to act very very badly? Like you'll only be able to see the basic system font, menu bars will start to disappear, etc. is this due to a limitation of RAM? Does opening 50 IE windows (but only viewing one at a time) use all my 256MB RAM?
