What affects Modems ability to dial out?

My friends modem will only dial out during certain hours and he cannot figure out why. Would it have anything to do with the TCP/IP Config? Any theories/suggestions are appreciated.
 
you could try to config the tcp/ip and see what you get, line quality could be a factor, will it dial and not connect?
your friend should complain to the isp
 
Strangely Cholley, My friend has two pc's connected to a splitter and is using an att broadband connection. At a certain hour every night one pc (the same one) will not connect to the net until the next morning. We're wondering if there is some type of timing control he actually set and didn't realize, but really have no clue. any thoughts???
 
may sound dumb, but do you restart after you encounter this problem? is the other computer connected to the internet at that time? normally isp's don't let you connect more than once, that is why I ask. Has he called the Isp to see if it is on their end?
 
Cholley, winipcfg is entered under START, RUN and then I enter winipcfg -- Correct? DaiShan, he says he's tried your other suggestions with no success, with the exception of calling the ISP. Both computers cannot connect at the same time because he is not using a router but a spliter. However, the Micron will connect at anytime of the day or night and his Gateway will not connect after 7 pm. and not again until 8 am. Weird huh?

Is it ADSL?
My DSL won't even connect if I have both PC's plugged in at the same time.
What operating system is on each of them?
Could there be some filtering software set on the Gateway so no one
can get on the internet during a set period.
IE to keep your children off while you're not there to supervise.
