what actually causes the refresh rate bug?

is it win2k? is it CS itself? i've had a radeon 64vivo that i recently switched to a gf2ti and i still get it for CS. doesnt happen in any other games....just wondering...

what bug do you mean? CS limits your fps by default quite low, but you can change it to higher than your refresh in most cases. The win2k bug is mostly a microsoft thing.
