They use CAPS because its 1. easier to read, 2. they cant make mistakes on their displays...

anybody hear about that police brutality video on the local news in So Cal? In a home video, a police officer with the Inglewood PD was seen slamming a handcuffed suspect on to the car. The suspect's head bounced off the trunk. he didn't appear to be resisting. THen the same officer punched the suspect on the side of the head.
 
Cheap entertainment for you is watching updates of real life people risking their lives for real out there to keep us safe from morons/maniacs, etc etc? I have issues with that.

Easier to read? How so???
As for mistakes, I think it's easier to make mistakes in caps than in lower case.
