What a 1.6A FPO/Batch # implies ?

I just got a new P4 1.6a processor, it has the following FPO/Batch # 3204A495-1346, if anyone knows what each digit represents, please help me understand. ( I heard some are manufacture date, place, etc.)

I have already read the FAQ and also gone through the Intel websites, but only find the stepping information, which doesn't explain everything. Thanks.
